I don't know what to do with my hedgehog, help?

I've had my hedgehog for over two months now and his attitude is still the same. Its confusing. Sometimes he lets me pet him without his quill up or huffing other times he doesn't. Its just frustrating because I feel we made progress but he keeps going back and forth. But what really is making me dislike him is now for a couple days every time i take him out he ends up biting me and i blow in his face to correct it but it doesn't work. He keeps up with his biting. He seems really mean and it disappoints me because I got told hedgehogs make wonderful pets. I do not want a pet were I feel he might get worse. I just need help. I don't want him to break my skin open when he bites.
