Do I need a boating licence for an inflatable boat? CA?

I'm getting an inflatable boat soon, it is a seahawlk 2. I do not plan to use a motor on it. Do I need to register it? If I do, does it cost any money? Do I need any documents to use this boat? Also what anchor should I get? If you have any tips that would help 2.
